Firewall-1 (or provider-1 if you need different object sets) with
FW-1 VPN
IP Filter with a bunch of homegrown scripts and IPsec tunnels
any other firewall solution that allows remote manglement and some
VPN tunnelling

I can't really think of any firewalls that _don't_ allow you to
do what you want.
