They're sufficiently different that I doubt you can meaningfully say one
is better or worse than the other.

The SANS qualifications are aimed at operational issues and practical,
hands-on stuff. The CISSP is aimed at a broader background in more
traditional infosec/audit. SANS would appeal to a system/network manager,
CISSP would appeal to an auditor/security professional/consultant.

Of course, the other issue that can be discussed is what certifications
actually _mean_ -- that's a topic that has been aired here repeatedly and
I will exercise moderator's right and quench any of the "usual arguments"
on that topic... ;)
