They're sufficiently different that I doubt you can meaningfully say one is better or worse than the other. The SANS qualifications are aimed at operational issues and practical, hands-on stuff. The CISSP is aimed at a broader background in more traditional infosec/audit. SANS would appeal to a system/network manager, CISSP would appeal to an auditor/security professional/consultant.
