Not exactly. Once I was able to install and configure ICQ on my NT box
behind firewall and this firewall has only ports 53 and 80 opened ( well a
little bit more - about another 10 or more well known ports). I used second
configuration in ICQ.

TCP and UDP ports 4000 are the ICQ ports. Blocking any traffic over port
4000 will effectively kill any ICQ traffic, cuz the client needs port 4000
to connect to the server to start up.
