I'm not sure I follow your statement, but here's what I was trying to
convey:

  1) If you walk up to a system with a fresh 4.0 SP3 install on it and
     you want to know if it's the domestic or export version (128bit
     vs. 40bit) then checking the properties of Ndiswan.sys will tell 
     you which version of SP3 was installed.

  2) You can do a fresh install of 4.0 with the 128bit version of SP3
     (domestic version), and after that, layer something like RRAS on 
     top of it and Ndiswan.sys will have been overwritten with the 40bit 
     export version.

If part of your SOP is re-installing 128bit SP3 after any software
install, then sure, this won't be a problem for you.

If this info helps anyone, great.  Otherwise, my apologies for taking
the discussion off topic.

From what I can tell, NT will tell you that SPx has been installed. OK. Now what is the value of this information? 
If I install some software that reinstall some of the old files (not SPx), NT will not tell me that the OS is not 
anymore compliant with the SPx level.

The only way I can know for sure (?) (and only until a change occurs) is to reinstall the SPx package.
