CALEA, Private Networks and Guest Access

The new NAC solution we are migrating to has a very convenient guest access solution built in that, in addition to sponsored access, can also be enabled to allow self-enrollment based upon the guest providing an email address and possibly a mobile phone number. Access to network resources for these account can be restricted. With respect to CALEA, how does allowing folks to register themselves w/ just an external email address affect our "private network" exemption?
