Sounds like exactly my experience over the years... One problem is they use 3rd parties. Finally last year I collected all the source email addresses for RIAA and any one else who had contacted me from all the notices I'd received in the last 5 years and made a distribution list and started banging on them until someone replied. (Didn't take long to get a reply and a reprimand like "you're not supposed to email us back at these addresses. Once I removed all the duplicates, they were call coming from 2 or 3 companies at most. Look at the time stamp of when the files were found; I saw some from 9/20 and 9/21.
