We've had several laptops gone missing over past 3 years with no charge-back
to the party suffering the loss.  There has been some conversation about
recovering costs if the same person were to lose another, but it's only been
conversation.

FWIW: My own perspective is that punishing people for taking
productivity devices with them so they can be productive is likely
counterproductive, but I'm trying to respond to others who think this
is a good idea...
