Yes, people do silly things occasionally.  Mail servers here will
recognize that there are "x" number of local Received: headers on the
message and place the message on hold.  Mail admins periodically review
those messages and deal with them manually.  It takes a rare breed of
faculty to make such a mistake again, although it has been known to
happen here.

We do not attempt to control e-mail forwarding for faculty, staff, or
students. All are able to setup forwarding on their own without
intervention from IT.

We've always disliked the practice because it's just additional
overhead for us and makes it difficult to track down messages sent to
people, or recover them if they delete them. But is there a legal
reason behind not doing it?
