We have used Reynolds Data Recovery Service several times over the last 10 years (URL below). As with most services, they are not cheap, but at least give free estimates and data recovery probabilities before you commit. In most every case that a department deemed the recovery expense and recovery chances were worth it, they were able to recovery the data needed.
