One other thing to be concerned about if you're looking at an exclusively in-house solution is employee turnover. I've worked for several universities and the one constant has been turnover. Make sure that you can sustain proposed solution even if key people leave the university. This may not be an issue for you, but it's an important point to consider. Sometimes, contractual or regulatory requirements mandate doing so. So, you probably don't want to ever consider your in-house option to be exclusive. James H Moore wrote:
