I would highly recommend www.anixis.com.  It is low cost, simple to
implement (technically), stable, easy to administrator, requires no
schema modification and can be applied to users via security groups in
AD.  It also has a web-based password self-service feature.  It doesn't
replace the existing domain Password Policy, but rather augments it.

Many (90%) of our users don't sign on to the domain, yet it controls
their
authentication as the backend for several systems. This prevents us from
just turning on requirements and letting them be prompted by their next
domain sign-in session for a new password.
