Email Account Setup

I'm looking at improving the efficiency of student email and Blackboard account setup during our registration process. 
At the account setup is the final step in the Registration process. Is anyone setting up accounts prior to the 
Registration process? If so, how are you managing the accounts who, for example, don't complete the registration? 
Are you purging your email accounts at the end of the academic year? If so, what issues have you encountered?
