If an organization is going to accept anonymous accusations from
"whistleblowers", then they need to formalize some kind of conduit to
receive those comments other than email.  Email is far too unreliable a
source for any communication that would be given that kind of weight.

scenario - somebody who's doing that to their boss may very
well use an alias to communicate with the higher-ups....
