FERPA, eMail Addresses & Harvesting

Looking for public institutions that (a) do not explicitly have eMail Address listed as public directory information in their FERPA policy for students or employees, and (b) have, nonetheless, decided to display eMail address in their web "people search" utilities. Question(s): 1. Do/did you consider eMail Address a form of work address and, therefore, feel that FERPA policy changes were not necessary or warranted? 2. Do/did you have any concerns over eMail Address harvesting? Thanks, Michael G.
