We use a vendor based VPN solution that uses both PPTP and IPSEC.  The
VPN serves a specific address range.  We block all resnets from known
IRC ports and allow from the rest of the network, including the VPN. The
rest of our campus networks generally don't have the same scale of bot
issues as our resnets did.

When we put the change in place, we had a single person complain.  So
far we've had minimal bot activity.
