Current State Legislation on Cyber Security Attacks

The Commonwealth of Virginia's current computer crime legislation covers things such as falsified header/transmission information, spam, abuse of email services, and identity theft. However, some of our state legislators now believe the newest wrinkles - open proxies, replays, form mail, zombie networks, compromised systems and viruses - may require a rewrite of the Virginia computer crimes statute. Does anyone have any statistics as to how much of a problem these types of attacks are becoming in the college and university environment? Also, do you by chance know if your state's current legislation covers these types of attacks, or if not, if there is any movement on the part of your state legislatures to make changes to your current legislation to address them?
