It really depends on what you mean. It's not too hard to get a receiver that can pick up GSM signals. Converting it to digital is a bit harder. Frequency hopping.... getting expensive. Encryption -- depends on the version of GSM I think. But you're talking about a nation state and as people said, almost any nation state could replace your phone with custom hardware. Similarly they can just query the telephone company. I think the more fundamental question is can they possibly process a reasonable amount of voice traffic for a large number of users? Data mining itself is a monumental challenge. Converting (cellular) audio to something that can be stored and analyzed in a reasonable manner is a huge endevour. My final thought is that if you pissed someone off and they're targeting you, then you're screwed.
