From a basic viewpoint, it looks like ISS Scanner + Citadel Hercules = Foundstone Scanner. If true, it seems like a weird move for both companies, since on one hand ISS is probably going to want to compete on equal terms with Foundstone, and on the other hand, so is Citadel. Both should be building that technology in house, from what I can tell (or in Citadel's case, leveraging Nessus).
