Microsoft offers a complete set of security configuration checklists that can be imported directly into Group Policy or 
a Security Template.

As with anything, you should double check to insure that these default security configuration are within the guidelines 
of your company's security policy.

You should also check for typos, since I have found some within their own checklists.

NIST publishes a "Guide to Securing Microsoft Windows XP Systems for IT 
Professionals" that you can find here:

http://csrc.nist.gov/itsec/guidance_WinXP.html

The documentation is specifically for XP, though, and not for Windows 
2003 - the NIST site may provide what you're looking for on other pages.
