To make it simple, people usually put read+write in the sharing tab and you define more specific rights in the security tab. List folder content for certain groups, read-only for other groups and read+write for the users who needs to modify. There are more option if you click advanced in the security tab. Try to put groups only and add/remove users to these groups. In the security tabs if you put deny to some groups and they also have allow, the deny takes effect over the allow. Good luck because security rights can be a pain on large file servers but, if you do it right it's not that complicated.
