Things to check are--event viewer/task manager/how things run in safe mode with no apps running. Then in msconfig turn off everything in startup and also check this http://support.microsoft.com/?kbid=310560 It's a long and slow process. Write notes of what happens when you turn certain things off and run apps. Check eventid.net for hints on what the different events mean in eventviewer. Check heat as well--some mainboards have gauges to monitor temp etc. What leads you to think that RR is wrong? Netstat and tasklist can show you some stuff that may be upsetting things.
