  Probably not.  One way to make a VPN is to run SLIP over
SSH.

  However, the encryption strength of a particular SSH version
my be more or less than any specific VPN implementation.
Whether this difference is meaningful depends on your threat
model -- unless there's a simple crack available, most attackers
are likely to see that the traffic is encrypted and go after
some lower-hanging fruit.
