See this link. I am sure this is pretty much what you are looking for. Your ordinary USB web cam and your favourite 
linux distro can act as a motion detector. It uses MOTION (either build it from source or even .deb's and rpm's are 
available, with pretty good support and documentation). You have to tweak around a little. This Article is 
comprehensive and well written.
