i am in lan and i can connect to irc (port 6666-6667)but i can't
download xdcc streams ,i am wondering if it's possible to bypass a
firewall and download from irc channels (xdcc)??

if you have a machine running outside the firewall, you can probably
create SSH tunnel to that machine, and pass xdcc traffic through the
tunnel. See:

an othoder question :if i connect trought ssl to irc server will the
dcc connection pass trught ssl too?

That depends on your configuration. But SSL is capable of doing that.
