If the hosts have static IP's you could enter a static route in your gateway router (the netgear device I assume) for all packets from the host IP's and have them routed to some black hole IP such as 192.168.1.1. The removal of a default gateway or DNS entry from the host itself would also work but if these people know anything about computers they could simply add those entries back in by reading them from another PC on the network.
