Thawte has something for free (a personal certificate), but I don't know if 
it would detect tampering. That is usually done using some combination of 
PKI and a message digest (like MD5).

You need to make a list of what features you need in standard security terms 
and then do the research. I believe that most of the technology is there for 
the asking. You may even be able to set up a local Certificate Server to 
issue certificates to clients.

I found it interesting that you didn't mention Non-Repudiation.  Is that 
something they even know about? It is considered to be important to 
e-commerce.
