For VPN, I would go with Cisco products. As for secure telnet, why don't you replace telnet with SSH (i.e. secure shell)? Of course, the real questions is for what purpose is this to be setup? In other words, is it worth spending a lot of money for one solution over the other?
P.S. What operating system(s) are involved here? It's difficult to recommend without know that.
