I believe the best way to do this is to use the Policy Editor to create a policy for the users (or the group of users) that restricts browsing from Network Neighborhood. The suggestions below work great for a couple of machines, but in a high school environment where it is theoretically possible for a student to login anywhere, tweak programs and registry hacks are just not cost effective. With the policies, the settings follow the user no matter where the logon.
