From what last transversing into the pit of Cable vs. DSL technology, I've
found that cable modem providers periodically will add settings to a users modem (most providers can administer your modem (depending on modem) remotely if they're smart enough and change these settings if they wish) to prevent them from listenting to broadcast traffic on their segment.

Or, in a different case scenario (which I have never seen in real life implementation) users will have cable modems on their own segment receving traffic up and down directly from the cable provider.

I'm not sure if bandwidth caps on a modem achieve the same effect, because i've never looked into that field.

I'm not sure this is the case in all telco's setups - For example, I
am on a cable modem at home, and I can't see *any* traffic but my
own... (Which is how I want it anyways)
