NT4 has it as part of the NT Option Pack.  It's called IAS (Internet Authentication Server) in M$ lingo.

I don't know about NT, but 2k has RADIUS built in.

Can anyone recommend a good Radius server for windows - I want to do 
accounting for my Cisco VPN concentrator users.
