3.1.1 and 3.2.0 release schedule

A few people at SharkFest asked when 3.2.0 would be released, and I'd like to do so before the end of the year. 
Following from that I've tentatively scheduled the following:

Nov 14: Release 3.1.1
Nov 20: Create the master-3.2 branch
Dec  5: Release 3.2.0rc1
Dec 11: Release 3.2.0
Dec 16: Switch automatic updates to 3.2.0
