More WIP: Closer now. About 80% done.

Will probably have to extract this from glibc and add it to one of the
stand-alone versions of rpcgen.

Will also have to make sure that doing so handles the latest versions
of the XDR RFC, although those are from long ago. Probably haven't
changed in the last year or ten.
