On Windows 7 I don't see any difference between the two versions.

There are some other UTF-8 characters used inside the .cpp files, but
the UTF8_HORIZONTAL_ELLIPSIS is most often used.

Windows users of tshark have a similar issue with UTF-8 entities for the
left and right arrows, e.g. 64850â┼'http(80), I'd like to fix that as well.
