Use of floorl() in ui/time_shift.c for 1.10.5

This is a problem for older systems like Solaris 8 and 9 and all
HP-UX/PA systems. I think this function was introduced with C99 so
it's not available on non-conforming systems. Our current workaround
is to bring in the floorl() function from gnulib.
