I think you need to modify the main CMakeLists.txt to add your plugin
to PLUGIN_SRC_DIRS (along with a CMakeLists.txt for the actual plugin).

I see no reason why that couldn't be extended to include a
CustomCMakeLists.txt in the plugins directory.
