Yes.  Nobody's contributed support to libpcap/WinPcap for CANbus traffic capture on anything other than Linux; unless 
there's some program that uses some non-libpcap-based capture mechanism and writes out pcap or pcap-ng files using 
LINKTYPE_CAN_SOCKETCAN (227) as per

capturing using libpcap is your only option.
