According to the timeline in that release history, the last 1.x
release of GnuTLS was 1.7.19 in August 2007, just before the first of
the GnuTLS 2.x series was released.

Is it possible you meant GnuTLS 2.12.18, which was released on 16th.March.2012 ?

It was indeed a typo. The new installers ship with GnuTLS 2.12.18 and
Libtasn1 2.12. The Wireshark 1.6.6 and 1.4.12 release notes have been
updated accordingly.
