Hi,
This bug is fixed in trunk, I have back ported the fix to 1.8 and it will appear in 1.8.5(no planned release date yet). 
There are a lot of improvments
in GSM and LTE related dissectors in 1.8 so I'd advice you to update to 1.8 or to use the development version.

What Wirweshark version are you using? In trunk all the IE:s are listed.
Packet Downlink Assignment is not dissected yet,
