dumpcap needs sufficient privileges; Wireshark and TShark do *NOT*, and should *NOT* be given extra privileges - to quote http://anonsvn.wireshark.org/wireshark/trunk/doc/README.packaging "WIRESHARK CONTAINS OVER TWO MILLION LINES OF SOURCE CODE. DO NOT RUN THEM AS ROOT."
