Yes: Set a value foe WIRESHARK_LIBS in the environment and then
do nmake /E ...



set WIRESHARK_LIBS=...
nmake /E ....

For over a decade I've adjusted config.nmake for my environment as I thought
that was its purpose.  Very occasionally I might see a conflict but that's
easily fixed.  The only gotcha is to make sure you don't accidentally commit
your local changes.
