Yes, Network Monitor.  It doesn't support all of the protocols that 
Wireshark does, although Microsoft may have additional protocol support 
that they use in house.

...and, speaking of Microsoft and open source, it claims to include some 4-clause-licensed BSD code (because the 
4-clause license requires it), probably libpcap code to handle reading pcap files.
