netem is an option, see
http://www.linuxfoundation.org/collaborate/workgroups/networking/netem
[1].
The papers at the end of the page are very informative. 

There
used to be a PHP based GUI for it, called phpnetemgui, but that is
hopelessly outdated. 

Another outdated and buggy option is NISTnet.


So, basically the pluming is there, now only if we could have some
decent controls.
