I have been creating both PortableApps and U3 installer packages using VC2008EE
since 1.2.0.  Is there some reason I shouldn't be able to do this or is it OK to
remove this statement from the developer guide?

How do you get the CRT onto the target computer? According to
http://msdn.microsoft.com/en-us/library/ms235291.aspx VC2008EE doesn't
ship with it, so any portable packages would depend on having the
correct vcredist_x86.exe installed.
