New version of Reform encoding library

A new release of my encoding library Reform is available.  Reform
provides encoding functions for HTML, XML, JavaScript and VBScript.
They are implemented in a number of languages including: ASP, .NET
1.1/2.0, PHP, Perl, Python, Java, and JavaScript.

Changes:

  * JsString and VbsString both return an empty string literal if
both string and default parameters are null or empty.
  * Documentation updates to reflect
  * Name space change to PhedOrg
  * Additional test cases for .NET and Java
