Group Policy Disable Command Prompt access (allow scripting), doesn't really disable it.

Disabling the command prompt under windows 2000 Group Policy, but still allowing scripting doesn't really disable the command prompt. start -> run -> 'cmd.exe /c dir C:\ > C:\hehe'. As most people realize the workaround is disable it completely, or disallow users via NTFS permissions from executing this file.
