The newest version of proftpd in potato is 1.2.0pre10-2.0potato1, which is a security update. Try installing that, and check if you still have this problem; i couldn't reproduce it on a completely up-to-date stable box. You can get the _full_ version number of the proftpd you're running now by doing a dpkg -s proftpd | grep ^Version .
