tcpslice 1.3 is coming up

Hello list.

Tcpslice master branch contains a number of long overdue improvements,
please see the "1.3" secton at [1]. In order to progress [2] towards a
resolution, let me suggest to make release 1.3 anytime soon.

For clarity, it would not be entirely correct to call this release 1.3
because the current master branch had diverged from the LBL code around
tcpslice-1.1a3, and it certainly does not have every single change that
went into LBL 1.2 releases. However, I am not willing to make the audit
right now, so if there are no other volunteers immediately, let me
suggest to acknowledge the fact as an open issue to be left for later.

Another thing is the current mix of BSD licences. I guess it is not a
requirement to make everything uniform before the release, but if you
know better please tell.

Tcpslice currently compiles with no warnings if the extra libraries are
not available. However, with libnids and libosip2 (ooh323c is not
packaged for my Linux distribution, so I have not looked yet) it still
yields a number of warnings. This certainly can be resolved later, but
if anybody feels like improving it right now, please do.

If nobody gives valid grounds to stop within 24 hours, tcpslice 1.3 by
The Tcpdump Group will be out.
