In that example, what's the lowest-layer protocol information in the packet?  M3UA (with SCTP, etc. not being in the 
trace)?  If this is just regular M3UA-over-SCTP traffic, as per RFC 3332, there's presumably a regular link layer 
capable of supporting IP somewhere at the bottom, for which there's probably already a DLT_/LINKTYPE_ pair.
