cvs.tcpdump.org, bpf.tcpdump.org and www.tcpdump.org are online again.

It seems that the only mirror that works is www.at.tcpdump.org, but
alas, he isn't configured to also be www.tcpdump.org.

Stable mirrors would be appreciated. The new location is at credil.org,
which lives on the Outaouis campus of the University de Quebec.  It's
in Gatineau, PQ, Canada.    I suppose this obligates us to translate the
web site to quebecois.  Quebec has the RISQ network, and it's much
better organized than any other R&E network in Canada...
