Not what I wanted to hear. I don't think there is a config file for this. But thanks a bunch for replying.

You might have to ask IBM that.

Somebody contributed to tcpdump.org's libpcap code to create those devices; that code has a #define for the number of minor devices, which is passed to the genminor() routine in AIX. I don't know whether IBM's libpcap has that number compiled in or whether there's a configuration file that lets you specify the maximum number of minor devices.
